In this phase, a kick-off meeting is held with all team members to gather basic information about the project. In this phase, first inputs are analyzed and a curriculum development strategy is developed.
For example, a list of all topics covering a particular topic can be grouped together as a syllabus. Once the curriculum strategy is determined, an overall learning strategy is formulated to be used in all units. Finally, a writing tool that supports the instructional design strategy should be selected.

The prototype typically makes up 10% of the total course slides, is based on the instructional strategy, and develops on the writing tool completed in Phase 1.
