In this phase, a kick-off meeting is held with all team members to gather basic information about the project. In this phase, first inputs are analyzed and a curriculum development strategy is developed.

Finally, a writing tool that supports the instructional design strategy should be selected.

The prototype typically makes up 10% of the total course slides, is based on the instructional strategy, and develops on the writing tool completed in Phase 1.
