To ensure that small businesses in underserved communities receive their first loans, SBA has decided to prioritize small businesses that apply to Community Financial Institutions (CFIs). Minority protection institutions, community development financial institutions (CDFIs), chartered development companies, and microcredit intermediaries are all under the CFI umbrella. Therefore, the first two days of PPP2 opening (January 11 and 12) are reserved for first-time borrowers applying through CFI. This ensured that disadvantaged businesses, which had difficulty in obtaining loans in the first round, were given second priority.

On Wednesday, January 13, applications opened for second-time borrowers applying through CFI. Currently, the program will be available to most lenders and borrowers. Until then, we recommend that businesses apply in advance using the PPP provisional application form. Once completed, applicants can apply for funding after the Treasury Department and SBA open the program.

For most borrowers, the maximum amount you can request is 2.5 times your average monthly salary, or up to $2 million. However, there is an exception for borrowers in the hospitality and food services sector.

Businesses starting with the 72-digit NAICS code can earn up to 3.5 times earnings with capital of $2 million. If you operate a business with a NAICS code that begins with 72 and are applying for this PPP credit for the first time (called the First Figure), you will be eligible if you have 500 or fewer employees. If this is your second time applying for a PPP (AKA Second Draw) loan, you may be eligible only if you have 300 or fewer employees in one location and meet the income requirements. Hotel or restaurant locations with a common parent company can only apply independently if they operate as separate legal business entities.

PPP2 offers more flexibility in terms of how funding is used. To be eligible for full forgiveness, at least 60% of the loan must go toward salary expenses. The remaining 40% can be used to cover a wider range of business expenses than allowed under PPP1. For example, in addition to rent or mortgage payments and utilities, PPP funds can now be used to cover the cost of personal protective equipment and other COVID safety costs resulting from government mandates. The fund can also be used to cover provider costs, property damage and cloud computing.
